Số lượng người nhiễm HIV/AIDS ngày càng tăng lên trong khi thuốc điều trị chưa đáp ứng đủ nhu cầu do giá thành quá cao. Chi phí điều trị cho bệnh nhân HIV/AIDS từ 500USD-1.200USD/người/năm, tùy từng loại thuốc. Sau bản ghi nhớ này Việt <st1:country-region w:st="on"><st1lace w:st="on">Nam</st1lace></st1:country-region> sẽ nhận được thuốc điều trị ARV và các xét nghiệm chẩn đoán với giá thành thấp từ các nhà cung cấp của Quỹ.
